JSI implements the USAID DISCOVER-Health project to support the Ministry of Health (MOH) in the provision of quality health services and products. The project’s aim is to improve the lives of Zambians by ensuring equitable access to and use of high-quality HIV, maternal, new-born, and child health (MNCH), family planning and reproductive health (FP/RH) services, COVID-19 vaccination, prevention and treatment, and products at the district and community levels. The project utilizes and sustains a health model that maximizes the relative strengths of the public and private sectors to deliver health products and services that reach all beneficiaries and consumer markets.

JSI DISCOVER Health Project is recruiting for the following position:

Director Programs- Prevention and Behavioural Interventions

REPORTING: Deputy Project Director – PBI

Position Summary

The Director Programs – Prevention and Behavioural Interventions leads a team of qualified and experienced professionals in the Prevention Behavioural Interventions Unit of USAID DISCOVER-Health. S/he provides leadership and direction to the team on how they should perform to meet set targets. She ensures that her team has good working relationships with the other units within USAID DISCOVER-Health. She works very closely with the Deputy-Project Director – PBI on technical issues and administrative issues that enable the Unit to run smoothly. She ensures close collaboration with relevant Ministries such as the Ministry of Health and other partners such as NAC.   She works with the Deputy Project Director – PBI to write the Unit’s quarterly reports to show achievements for the unit in any given quarter. She works with the team to identify success stories for documentation. She works with the Deputy Project Director – PBI to ensure the Prevention and Behavioural Intervention activities in the DISCOVER-Health workplan are carried out effectively. She maintains a good working relationship with the other partners with whom the Project is working.

Main roles



  • Provide Mentorship, leadership, direction, and capacity development to the Behavioural Interventions team and support the other units as needed
  • Represent the unit or the Project at national level on Prevention and Behavioural interventions issues, including COVID-19
  • Ensure given project targets are met
  • Create an enabling environment for the PBI team to work in a cordial atmosphere to meet project results and facilitate innovations
  • Provide Mentorship to the unit staff and look out for opportunities to grow
  • Provide support and work with MOH, NAC and other partners through relevant Technical Working Groups (TWG) to influence decisions made at that level
  • Work with the PBI team and other USAID DISCOVER-Health units to identify, document and disseminate best practices.
  • Work with other team members to effectively implement the projects’ PBI model
  • Work with the SBC unit to meet the Project’s SBC objectives
  • Contribute to the quarterly and annual report on issues related to behavioural interventions
  • Work with the Deputy Project Director – PBI on any other duties that s/he may assign
  • Support the Deputy Project Director – PBI whenever called upon

Qualifications and Experience



  • Post-graduate University Degree or equivalent in public health, sociology, social anthropology, health education, health economics, behavioral studies, communication or other related field. The graduate or postgraduate degree must be directly related to sexual and reproductive health and HIV/AIDS.

Experience and Key Competencies



  • Proven track record in working in the area of sexual and reproductive health
  • Extensive knowledge in HIV/AIDS in Zambia, including analysis of social determinants of HIV/AIDS and health in general;
  • Extensive experience working on issues related to PreExposure Prophylaxis
  • Extensive knowledge and practical experience in participatory methodologies for learning
  • Demonstrated track record in social or behavioural science research, human-centred design; report writing and dissemination of results
  • Excellent computer skills, especially the Microsoft office package
  • Excellent interpersonal skills
