About the Role

This project is an energy efficiency retrofit street lighting project aimed at upgrading over 3,600 High Pressure Sodium (HPS) and Mercury Vapour (MV) lamps with an equivalent number of modern energy efficient grid connected and solar powered LED lamps. HPS and MV lamps have been known to pose an environmental threat and are classified as hazardous waste by the Zambia Environmental Management Authority (ZEMA). Therefore, the street lighting project requires environmental clearance from ZEMA.

CIGZambia seeks the services of a consultant to recommend the most cost-effective method of managing the uninstallation, storage, transportation, disposing and/or recycling of the HPS and MV hazardous waste throughout the street lighting retrofit project development phase. The consultant would also have to take into account the requirement from the Environmental Management Act of 2011 and ZEMA regulations.

The consultant may also be required to perform an environmental life-cycle assessment for the LED, solar modules and battery technologies that will be installed during the project life cycle and recommend the management of the electronic waste that would be left over from these systems at the end of the project life.

The consultant will also be expected to engage with ZEMA and prepare an environmental management plan and further provide to CIGZambia a list of ZEMA approved waste transporters, recyclers and/or disposers of HPS and MV in Zambia and/or southern Africa. The consultant may also facilitate discussions between the waste management companies and CIGZambia.

CIGZambia is implementing this project in consortium with EDF South Africa and The University of Zambia.

Project Responsibilities



The consultant will prepare a Hazardous Waste Management Plan that will be submitted to ZEMA to obtain environmental clearance for the uninstallation, storage, transportation and disposal or recycling of over 3,600 Mercury Vapour (MV) and High Pressure Sodium (HPS) lamps, as required by the Zambia Environmental Management Act of 2011 and ZEMA regulations. The consultant would also facilitate any subsequent discussions between ZEMA and CIGZambia.

Immediate Requirement

The consultant will advise CIGZambia on the best practice to manage MV and HPS lamps and prepare a hazardous waste management plan that would be submitted to ZEMA to obtain clearance for the safe disposal or recycle of MV and HPS lamps.



Resourcing and Reporting

The resourcing requirement will vary during the 12 days, with approximately 5 days to scope the report, 5 days to prepare the written report. The consultant would report to the Project Technical Lead.

Key Qualifications

  • Bachelor’s Degree in Environmental Management, Environmental Engineering, Chemical Engineering or any relevant subject. Master’s Degree in a related subject will be an added advantage.
  • Certified, approved or cleared by ZEMA to carry out environmental management works in Zambia.
  • At least 5 years’ experience in preparing Environmental Project Briefs, Environmental Impact Assessments and Environmental Management plans.
  • Previous experience getting approval from ZEMA for hazardous waste management plans is required.
  • Knowledge and experience in the management of hazardous waste, particularly HPS and MV lamps.
  • Knowledge of life-cycle assessment of electronic waste particularly LED lamps, lithium ion batteries and solar PV modules.
  • Demonstrable skills in written and verbal communication and proven reporting writing skills to high professional standards – sample reports and/or written test may be part of the recruitment process.
  • Strong analytical skills and good problem-solving skills.
