Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is K 377,044 ( Zambian Kwacha) yearly.

Introduction

The International Labour Organization (ILO), with funding from the Swedish International Development Agency (Sida), supported the Kafue Gorge Regional Training Centre (KGRTC) in the Skills Development for the Renewable Energy Sector (SkiDRES) pilot Project whose objective was to test and prepare for further skills development for the Renewable Energy (RE) and Energy Efficiency (EE) sector, relevant for the Zambian context and the region with a strong ownership by key stakeholders. The pilot project laid the foundation for the development of a regional three and a half years project under the Public Private Partnership development approach.

The ILO, with funding from Sida, is therefore supporting the Kafue Gorge Regional Training Centre (KGRTC) implement a regional project, namely: Skills for Energy in Southern Africa (SESA). The project’s development objective is to increase uptake of Renewable Energy, Energy Efficiency and Regional Energy Integration interventions in Southern Africa, leading to a more sustainable and low-carbon energy mix. Kafue Gorge Regional Training Centre (KGRTC), with its existing experience and expertise in hydropower and its already existing private sector engagement portfolio, has the potential to become a key player in skills development for Renewable Energy (RE) and Energy Efficiency (EE) technologies as well as Regional Energy Integration (REI) interventions.

This “Skills for Energy in Southern Africa” (SESA) intervention is based on a Public-Private Development Partnership (PPDP) approach  which enables a transfer of technical skills from international and local energy companies to power technicians and managers in Southern Africa through SADC’s Kafue Gorge Regional Training Centre (KGRTC) in Zambia.

The International Labour Organization (ILO) seeks to recruit the  a National Project Officer (NPO) – Project Management, M & E and Enterprise Support – to support the PPDP project team to manage the implementation of the ILO Project on “Skills for Energy in Southern Africa”. The NPO will work closely with the Skills and M&E Specialists attached to the ILO Decent Work Team in Pretoria

Reporting lines

Under the overall  guidance of the ILO Country Director for CO-Lusaka, NPO will report and work under the direct supervision of the Chief Technical Advisor in collaboration with the National Project Coordinator.  He/she will receive technical  backstopping from the Senior M & E Officer in ROAF and Skills Specialist in the DWT/ Pretoria.



Description of Duties



  1. In collaboration with the National Project Coordinator, the Chief Technical Advisor and the relevant technical backstopping units, design and implement a Theory of change–based comprehensive monitoring and evaluation strategy (CMES), including results, baselines and targets and indicators; assumptions and risks, and reporting on activities and performance towards project objectives.
  2. The development of the comprehensive monitoring and evaluation strategy includes:
    a. Identification of information needs for the project stakeholders (KGRTC  and other national parties, ILO and the donor)
    b. Development of M&E operational guidelines
    c. Formulation and testing of data collection tools (with quantitative and qualitative dimensions);
    d. Development of the database and the collection and analysis system for the periodic  reporting to the donor , ILO and other partners as necessary;
    e. Development and implementation of baseline and end line studies as necessary;
    f. Development of the participatory data analysis methodology from Theory of Change by the project team and stakeholders towards learning purposes of the M&E strategy.
  3. Ensure the implementation of the strategy defined in (b) for the integrated monitoring and evaluation of activities, results (including products, outcomes and impact) for management, learning and reporting of the project at the different levels;
  4. Take charge of preparing periodic reporting as needed in accordance with ILO rules and procedures and the requirements of the donor;
  5. Being the focal point of the project for the mid-term and final independent evaluations of the project, including:
  6. Work in collaboration with the Kafue Gorge Regional Training Centre (KGRTC) to design and prepare project annual work plans, as well as preparation of the budget proposal, supporting the institutional and capacity development constituents, government agencies, line ministries and social partners.
  7. Review, verify, analyse work plans, progress and final reports and other data for clarity, completeness and consistency and monitor the progress of project activities and outputs. Follow up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities and outputs.
  8. Prepare and deliver capacity building for project staff, stakeholders and project partners on M&E of activities.
  9. Assist in the preparation and facilitation of work planning conferences, seminars, workshops, training sessions and consultative meetings for the Represent and speak on behalf of the project team in various official meetings if needed.  Undertake missions to project sites independently or accompany other project staff as part of project management.
  10. Follow up with relevant Follow up with relevant department at HQ and the DWT/Pretoria, executing agencies, ILO constituents and relevant partner organizations to expedite implementation and meet targets;
  11. Take a lead in the preparation of project documentation including lessons learned, good practices, briefs background information, technical reports, and periodic progress reports, and statistical data on status of the overall activities of the project and be the focal point for the mid-term and final evaluations of the project in line both ILO evaluation policy and donor requirements.
  12. Promote ILO policies regarding social dialogue, equality of opportunity and treatment for both women and men, and relevant international Labour Standards:

Required qualifications



Education

First level university degree in economics, business management, development studies, social sciences, science, or a relevant field and strong knowledge on development issues particularly in Zambia.

Experience

At least two years of professional experience at a national level in Development cooperation projects focussing on Enterprise development, Skills development, and Job creation. Demonstrate M&E Skills. Proven management experience, preferably with the International Development Organisation. Good knowledge of Zambian development landscape.

Technical requirements: Good knowledge of labour economics as well as economic developments, poverty reduction, and social policies. Knowledge of the policy making process.

Languages



Excellent command of English and good knowledge of another working language of the duty station.

Technical competencies



  • Knowledge of programme and budgets, project administration and evaluation concepts and procedures and of the mandate and structure of labour market institutions in Zambia.
  • Knowledge of the office’s financial rules and regulations
  • Knowledge of quantitative and qualitative impact assessment research methods;
  • Demonstrated ability to coordinate and conduct straightforward action research work
  • Ability to support, develop and manage M & E and other research work ensuring compliance, quality, comprehensiveness and timeliness
  • Knowledge and experience in skills and enterprise development, community mobilization, and capacity development for MSME’s.
  • Knowledge and understanding of concepts of energy efficiency, renewable energy, environmental management, and climate change adaptation and mitigation.
  • Good knowledge of the context and challenges for the project areas of expertise
  • Strong analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills
  • Good ability to interpret project information and to identify and analyze problems with implementation
  • Ability to communicate effectively both orally and in writing. Ability to clarify information
  • Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative
  • Ability to work independently, quickly, precisely, and take initiative and responsibility
  • Ability to work under pressure and to meet the deadline
  • Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications
  • Ability to deal with people with tact and diplomacy
