CONSULTANT TO CONDUCT PILOT STUDY ON INTERGRATING CONTROLLED TEMPERATURE CHAIN (CTC) TO CHOLERA PREVENTIVE CAMPAIGN IN ZAMBIA

The WHO in Zambia wishes to recruit a short-term consultant for 2 months to be based at the WHO country office in Zambia. The consultant will facilitate the Oral Cholera Vaccine (OCV) Controlled Temperature Chain (CTC) Pilot Study to facilitate the demonstration of the superiority of the CTC strategy in terms of the average number of people vaccinated per day by a vaccination team compared with the standard cold chain strategy holding all other resources constant in Zambia. This pilot study will also be expected to generate information that will guide further cholera vaccination campaigns in Zambia’s cholera hot spots and will be useful to shape WHO’s guidance to countries considering integrating CTC in OCV vaccination campaigns.

BACKGROUND

The mission of the Department of Immunization, Vaccines and Biologicals (IVB) and WHE is to work towards a world in which all people are vaccinated against vaccine-preventable diseases, such as cholera in the context of Cholera Multi-sectoral Elimination Plan and the Pillar of Vaccination as the preventive intervention. Ttle overall work ofthe Department is distributed in three main areas:

l. Vaccine Product and Delivery Research Group (VPDR) that provides leadership on the research activities to develop new or improved vaccines against diseases of public health importance and to facilitate their introduction and use.

2. Agenda, Policy and Strategy Group that provides guidance and norms for vaccine roll-out.

WHO wishes to conduct a pilot study on integrating Controlled Temperature Chain (CTC) to cholera preventive campaign in Zambia. in line with the Global Road Map to end cholera by 2030.

TERMS OF REFERENCE

The consultant will provide technical and coordination support to the Ministry of Health (MOH) in the Planning, preparation and implementation of the pilot study and on the integration of controlled temperature chain in the oral cholera vaccination campaign in Nsama and Shibuyunji districts in Zambia but not limited to these two districts.

Under the supervision of the WHO country Representative in Zambia, the consultant will be required to support the implementation of CTC study and post campaign coverage survey.

Specifically:





  1. Support preparation and implementation of the OCV, CTC Pilot Study in the two cholera hot spot districts in Zambia to assess the performance of a vaccination campaign using oral cholera vaccine with and without controlled-temperature chain
  2. Support finalization of OCV CTC study SOP, tools, database (ODk), and campaign micro plan
  3. Support development of post campaign coverage survey using WHO strategies and methods specific for cholera campaigns
  4. Support the pre-testing and finalization of data collection tools that will be used to achieve the study objectives, including the coverage survey as indicated in the approved protocol.
  5. Support the development of a training module in collaboration with MOH and WHO.
  6. Support orientation of stakeholders on CTC and training of data collectors and supervisors
  7. Support MOH on data management and documentation of experience and lessons learnt.
  8. Technical report writing
  9. Support Zambia MOH in organizing a stakeholders dissemination forum to present results of the study, including the coverage survey
  10. Perform other duties as assigned by the supervisory line

l. Deliverables

Output I : CTC Standard Operating Procedures (SOPs), data collection tools and training modules finalized and approved for CTC study, including the coverage survey

Output 2: Documented orientation/training of concerned health personnel and OCV CTC campaign micro plan

Output 3: Study Database in ODK prepared



Output 4: Technical report, including study results, findings, lessons learnt and recommendations

Output 5: Develop 3 manuscripts ready for submission, CTC study, CTC nested KAP study and coverage survey



I. Timelines

Start date: Two weeks before the start of the OCV campaign.

ll. Work effort: This requires 2 months of work effort.

Corresponds to a Full-Time Equivalent of: 100 %

QUALIFICATIONS

Essential: Minimum Of Advanced Degree (or equivalent) in Public Health, Epidemiology, Supply Chain Min anagement, Logistics or related field with developed statistics and analytical skills



Desirable: Masters in Medical Statistics

EXPERIENCE

Minimum of five (5) years experience in the following:

  • Immunisation supply and cold chain management especially controlled temperature
  • Outbreak response using vaccination (experience with cholera response will be added advantage)
  • Demonstrated experience in using qualitative and quantitative data collection and analysis tools
  • Knowledge and use of ODK
