USAID ZAM-Health Project – Scope of Work for Research Coordinator

A.  Background to the project

The USAID Zambia Accessible Markets for Health (ZAM-Health) Activity is a five-year project to expand the availability and accessibility of high-quality health products and services in the private sector, improve health knowledge, and increase the adoption   of healthy and health-seeking behaviors.  The program will employ private sector approaches such as marketing, social franchising, and partnerships with for-profit entities to achieve   these outcomes. USAID ZAM-Health is implemented by John Snow Health Zambia (JSH) in partnership with JSI Research & Training Institute, Inc. (JSI), Media 365, and PharmAccess.

In order to effectively monitor and evaluate project progress, the project will collect baseline data on select indicators. The sources for the baseline data will include, but are not limited to, facility records and sales data of private providers with whom the project will partner. The project will also undertake key informant interviews (beneficiaries and private-sector partners), a knowledge, attitude, and practice (KAP) survey with beneficiaries and a health facility survey. Baseline data will also serve as a benchmark to assess activity impact over the life of the project.

B.  Purpose of the consultancy

A key project deliverable is to generate knowledge at baseline that will enable the project to subsequently monitor progress during implementation of various programs over the life of the project. The purpose of the consultancy is to ensure that high quality data is generated and analyzed timely to inform project programming.

Specific Objectives:

The Research Coordinator will perform a variety of tasks related to managing day-to-day research activities, from planning to implementation, and monitoring quality.  These include, but are not limited to:

1.    Recruiting, training and supervising field-based teams

2.    Programming, refining and piloting data collection instruments

3.    Supervising and monitoring data collection to ensure high-quality of the data

4.    Running data quality checks and fixing issues with data collected during data collection



5.    Assisting in data cleaning and preliminary analysis and ensuring ready access to all data for the Supervisor.

6.    Developing a codebook for qualitative data

7.    Documenting in detail all activities related to the research activities.

8.    Maintaining accurate records of interviews, and safeguarding the confidentiality of subjects, as necessary.



9.    Preparing high-quality progress reports and updates to the supervisor and sharing them timely

10.  Ensuring that all field team members follow necessary protocols and procedures



11.  Collaborate in the preparation of study reports



C.  Selection of Consultants

The Research Coordinator will be selected through a competitive process. An advert will be posted and shortlisted candidates (based on their academic qualifications as well as experience) will be subjected to an aptitude test.  Furthermore, interviews will be held to select the final candidates who will demonstrate knowledge, skills and expertise to work on the activities that the project will embark on.

D.  Dates of consultancy

The consultancy is planned to run for a maximum of 3 months from the 4th April 2022 to 8th July 2022.

E.  Deliverables



1.    Raw data files

2.    Clean Stata data files and associated do-files

3.    Codebook for qualitative research work

4.    Clean Transcripts for qualitative work



5.    Preliminary and final study reports

All deliverables are due to the Market Research Advisor.

G. Consultant Qualifications

1.    Education: Master’s degree in Public Health, Economics, Public Policy, or other social science disciplines.



2.    Quantitative Skills: Strong technical understanding   of statistics required. Demonstrated proficiency in Stata, and experience with data management, and data cleaning and analysis.

3.    Qualitative Skills: Some demonstrated knowledge of qualitative methodologies   and any qualitative data management software such as Nvivo.

4.    A minimum of 2 years of work experience is required. Experience managing field

staff strongly preferred.

5.    Excellent management and organizational skills; ability to successfully completing assigned tasks and meeting deadlines, required.

6.    Communication Skills: strong oral and written communication skills in the English language required
