JSI implements the USAID DISCOVER-Health project to support the Ministry of Health (MOH) in the provision of quality health services and products. The project’s aim is to improve the lives of Zambians by ensuring equitable access to and use of high-quality HIV, maternal, new-born, and child health (MNCH), family planning and reproductive health (FP/RH) services, COVID-19 vaccination, prevention and treatment, and products at the district and community levels. The project utilizes and sustains a health model that maximizes the relative strengths of the public and private sectors to deliver health products and services that reach all beneficiaries and consumer markets.

Position Summary

The Prevention and Behavior Change Intervention (PBI) Advisor provides technical and programmatic leadership for planning, implementation and mentorship for increased uptake of COVID19, and HIV/AIDS services and commodities across USAID DISCOVER Health service platforms. He/she oversees and coordinates mobilization, demand creation, behavior change initiatives, and provides technical guidance and oversight across USAID DISCOVER- Health prevention program elements. This includes sustained and effective demand creation for USAID DISCOVER-Health to ensure that strategies are effective, state-of-the-art, and culturally appropriate while at the same time linking them seamlessly to messaging to ensure maximum uptake.  He/she works with the DHOs in supported provinces and districts to strengthen district level health service uptake among supported communities. He/She also provides technical support supervision and mentorship to USAID DISCOVER- Health social mobilization teams and CHW in supported districts to strengthen mobilization of communities for a sustained service uptake. He/she works collaboratively with other USAID DICSOVER-Health units to ensure harmonized approaches.

Main Duties and Responsibilities

• Spearhead the development of USAID DISCOVER-Health demand-creation strategy, including aspects of advocacy, community mobilization, and skills development among stake holders.
• Provide Strategic, technical and programmatic support to all project areas related to Demand Generation for COVID-19 program and DREAMS activities including Prevention indexing for PrEP.
• Provide technical support to PBI team members at hub level to implement programs for Key Populations) and ensure accountability for the programs.
• Coordinate development of provincial, district and community level demand-generation plans for each target population across the USAID DISCOVER- Health range of services and products.
• Coordinate with other USAID DISCOVER Health units in establishing, maintaining and sustaining an effective service delivery to meet project deliverables.
• Work with the SBC unit in the development and implementation of project communication strategies, including collaborating closely with USAID DISCOVER- Health technical staff and other counterparts to develop, test, and implement communication tools and materials.
• Oversee the development, testing and implementation of training curricula and tools related to community mobilization, and SBC in collaboration with the HQ and regional teams.
• Work closely with the regional Directors to ensure a coordinated approach in all USAID DISCOVER-Health Social mobilization and demand creation and service provision activities.
• Ensure timely reporting and writing of quarterly and annual reports.
• Ensure SOPs and Job Aides are available to PBI teams at all levels

Responsibilities

• Support the USAID DICSOVER Heath teams in the provinces and districts to effectively and efficiently engage community leaders and other gate keepers to increase uptake of COVD19 vaccination and HIV/AIDS prevention and treatment services.
• Provide technical support to counsellors in USAID DISCOVER- Health PEPFAR districts to strengthen case finding for HIV/AIDS at risk and vulnerable populations and link them to HIV treatment and prevention services
• Work with Provincial and district Coordinators in USAID DISCOVER- Health supported provinces and districts to support mobilization and demand creation activities on COVID-19 and HIV/AIDS.
• Support the design and implementation of mechanisms that will increase uptake of COVID-19 and HIV/AIDS linkages to HIV treatments and prevention services
• Establish networks and strategic partnerships to enable sustainable implementation of the USAID DISCOVER- Health services across all health platforms
• Ensure timely preparation and technical soundness of USAID DISCOVER-Health’s quarterly, semi-annual and annual reports, as well as the preparation of any other plans and reports as may be required by the supervisor.

 Required Qualifications and Skills

• A Degree in Public Health, Development Studies, Adult Education, Social work, and related fields.
• A Master’s degree is preferred.

Experience and Key Competencies

• Extensive knowledge in HIV/AIDS in Zambia, including analysis of social determinants of HIV/AIDS and health in general;
• Extensive knowledge and practical experience in participatory methodologies for learning
• Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with both internal and external stakeholders and partners.
• Extensive experience working with traditional leadership and other community structures.
• Experience working closely with national, provincial, and district health authorities.
• Ability to identify best practices and apply them to program improvement
• Ability to work in a complex environment with multiple tasks and intense pressure to perform.
• Computer literacy in Word, Excel and PowerPoint.
