Zambia Railways Limited [ZRL) is a notional Railway of Zambia. The Company specialises in transporting heavy cargo in the Southern African Development Community (SADC), as well as running a local passenger train service. The area of product specialization is freight-bulk cargo and passenger rail services to the satisfaction of all Stakeholders. MANAGER PROCUREMENT & SUPPLIES

 PURPOSE OF THE JOB AND KEY RESPONSIBILITIES

The key responsibilities of the Manager Procurement and Supplies in ZRI. shall be. Out not limited to:

  • timely develop ZRL’s annual Procurement Plans
  • Monitor the execution of procurement plan with respect to
  • budget and lead times.
  • Undertake procurements using appropriate procurement
  • Timely prepare procurement documents.
  • Effectively plan and manage ZRL’s Procurement Committee
  • Keep records in line with Section 38 of Zambia’s Public Procurement Act of 2008

Monitor the storage of ZRL’s inventory to ensure continuous availability of ZRL’s key inputs to production and routinely consumed products.

  • Develop and check compliance to procurement and stores
  • Ensure ZRL’s compliance to Public Procurement Act
  • Prepare programs and budgets tor Procurement ond Stores
  • activities and maintain budgetary control foi approved
  • departmental budgets.
  • Coordinate the preparation and signing of contracts to ensure
  • the contracts are favorable to ZRL and are compliant to the
  • procurement laws.
  • Ensure contracts are signed timely.
  • Monitor contract performance.
  • Develop and implement ZRL’s procurement strategy to ensure
  • supply of goods and services required in the implementation of
  • the Company’s Strategist Business Pion in a timely manner.
  • Provide input and suggestions on areas of improvement for the
  • Procurement and Stores policies and procedures to enhance efficiency and effectiveness in the procurement process. Provide professional advice to 1Rl Management.

Identify the training needs of staff in the department and facilitate appropriate capacity building.



GRADE AND REPORTING LINE

This is a Senior Management position in Salary Grade RM 3 in the structure of the Company reporting to the Managing Director.

QUAUFICATIONS AND EXPERIENCE

  • Degree in Purchasing and Supply, or Possession of any Degree with Chartered Institute of Purchasing and Supply (CIPS)
  • Diploma Level 6
  • Valid full membership with the Zambia Institute of Purchasing and
  • Supply (ZIPS).
  • Masters Degree from a recognized University is an added
  • Grade 12 with five (5) “0” Levels with credit or better in
  • mathematics and English Language.
  • Not kiss man five (05) years of relevant experience in senior
  • position in procurement management.
  • Experience in public procurement
